The meeting of the Central Colorado Water Conservancy District Committee was called to order at 11:00 A.M. on Tuesday, October 7, 2025, by Chairman Doug Dill at the office of the Central Colorado Water Conservancy District located at 3209 W. 28th Street, Greeley, Colorado. Committee members present were Doug Dill, Ralph Anders, Dan Kammerzell, Everett Kissler, and Brian Rosenbrock.

Staff members present were Randy Ray, Executive Director; Billy Mihelich, District Engineer; Tammy Rusch, Education Coordinator; Danyelle Hart, Financial Analyst; and Lynn Kramer, Contracts Manager.

Danyelle Hart reviewed the 2026 District budget. Discussion followed.

Tammy Rusch presented an Education Impact Report.

Randy Ray updated the committee on the Latham Drain Easement.

Randy discussed the Western Carriage Agreement and the FIDCO Carriage Agreement.

The committee discussed options regarding the purchase of acre-feet for new Water Allotment Contracts.

Randy presented a memo from Bill Ray with WR Communications regarding a proposal for community outreach support for a potential 2026 ballot question.

MOVE TO RECOMMEND TO THE BOARD TO ACCEPT THE ENGAGEMENT LETTER FROM WR COMMUNICATIONS AND PROCEED WITH PHASE ONE OF THE SCOPE.

Billy Mihelich updated the committee regarding an ongoing purchase of senior water rights.
