The meeting of the Groundwater Management Subdistrict of the Central Colorado Water Conservancy District Committee was called to order at 9:25 A.M. on Wednesday, October 8, 2025, at the office of the Central Colorado Water Conservancy District located at 3209 W. 28th Street, Greeley, Colorado. Committee members present were John Mark and Chad Schafer. Frank Eckhardt, Calven Goza, and Alan Mazzotti were absent.

Staff members present were Randy Ray, Executive Director; Billy Mihelich, District Engineer; Danyelle Hart, Financial Analyst; and Lynn Kramer, Contracts Manager.

Danyelle Hart reviewed the 2026 GMS budget.

Randy Ray updated the committee on the Latham Drain Easement.

Randy discussed the Western Carriage Agreement and the FIDCO Carriage Agreement.

Randy and Lynn discussed the memo regarding Water Allotment Contracts. The committee reached a consensus that the option requiring the purchase of 1.57 acre-feet per acre was the preferred option.

Randy presented a memo from Bill Ray with WR Communications regarding a proposal for community outreach support for a potential CCWCD 2026 ballot question. Then he went on to discuss a potential GMS 2026 ballot question.

Billy Mihelich updated the committee on share purchase opportunities.

Randy presented a License for Water Discharge with Meadow Island #1 Ditch Company.

Randy met with representatives from the Whitney Ditch Company regarding their need for a ditch rider. He also talked about other ditch companies requesting ditch rider services.
